King + Parks

King + Parks Apartments is a welcoming housing community in Portland’s Piedmont neighborhood, built by PCRI and managed by Cascade Management. It sits at the corner of Martin Luther King Jr. Boulevard and Rosa Parks Way, an area with deep roots in Portland’s Black and African American community. The goal of the project is to provide safe, stable, and affordable homes for families.

The building has 70 apartment homes, including many two‑ and three‑bedroom units. The three‑bedroom homes are designed like townhouses, giving families their own front doors that open to a shared courtyard. This design helps the space feel friendly, open, and easy for neighbors to connect.

Residents can enjoy helpful features like a large community room and on‑site parking. The location is close to bus lines, stores, restaurants, and Woodlawn City Park, which is only half a mile away. These nearby places make it simple for families to get around and enjoy their neighborhood.

Construction of King + Parks Apartments was completed in 2020. As the developer, PCRI created this community to support long‑term housing stability and honor the cultural history of the area. Our work continues to focus on strengthening neighborhoods and helping families stay connected to the places that matter most to them.

King + Parks Apartments also follows Portland’s N/NE Preference Policy. This policy helps people with historic ties to the neighborhood return or remain close to their community. With its thoughtful design and strong community focus, King + Parks Apartments offers families a place to grow, feel supported, and call home.
