For many years, Black families in North and Northeast Portland have been pushed out of their neighborhoods. Rising rents, unfair lending practices, and a lack of affordable housing made it very hard for people to stay in the communities they called home. Pathway 1000 is PCRI’s bold plan to change that. It is a ten-year effort to create at least 1,000 affordable homes — mostly in North and Northeast Portland — so that Black residents and other low-income families can stay in, or return to, the neighborhoods they love.
Of the 1,000 homes, 800 are planned to be homes that families can own, and 200 will be affordable rentals. Owning a home is one of the best ways for a family to build lasting wealth, and Pathway 1000 wants to make that possible for people who have been unfairly left out for too long. The plan also includes creating thousands of good-paying jobs and business opportunities, so that the community can grow stronger from the inside out.
Pathway 1000 was built with the community, not just for it. Residents, partner organizations, and local businesses all had a voice in shaping the plan. The goal is not just to build homes, but to build a neighborhood where people of all backgrounds and income levels can live, work, and thrive together — and where the rich history of Portland’s Black community is honored and preserved.
